SHARS Training

Requirements

In accordance with Title 1 of the Texas Administrative Code (TAC), §355.8443(e), each School Health and Related Services (SHARS) provider is required to submit an annual cost report for all SHARS services delivered during the previous federal fiscal year covering October 1 through September 30.

In accordance with Title 1 TAC §355.102(d), it is the responsibility of the provider to ensure that each cost report preparer has completed the required state-sponsored cost report training. Effective October 1, 2011, preparers must complete cost report training every other year for the odd-year cost report in order to receive a certificate to complete both that odd-year cost report and the following even-year cost report.

2021 Cost Reporting Training Sessions

Effective with October 1, 2011 rule changes, preparers must complete cost report training every other year for the odd-year cost report in order to receive training credit to complete both that odd-year cost report and the following even-year cost report. To have full access to prepare a 2021 SHARS COST REPORT, the preparer must have completed SHARS cost report training for the 2021 cost report. NO EXEMPTIONS from the cost report training requirements will be granted.

SHARS Contacts that attended and received credit for the 2022 SHARS cost report training will automatically be assigned "full access" to the 2022 cost report. SHARS Contacts that have not met the training requirement will have "view-only" access. Full access to the online SHARS cost report will be granted after the cost report training requirement has been met. In order to verify if training requirements have been met, please log onto the State of Texas Automated Information Reporting System (STAIRS) and select the appropriate cost report year to view the Training status. The training for the SHARS Financial Contact will be identified as "FY2022 and FY2023 SHARS".

Please note SHARS Overview trainings may be presented at other related training sessions, however, the SHARS Overview and RMTS trainings do not meet the SHARS cost report training requirement. SHARS cost report training must be met in order to grant the SHARS cost report preparer full access to STAIRS. Cost report training is provided at no charge by the Texas Health and Human Services Commission (HHSC) Rate Analysis Department. Information regarding the training schedule, registration and materials is listed below.

2020 Cost Reporting Training Sessions

Important: Each training session will contain the same material and it is necessary to attend only one session to fulfill the training requirement. Successful completion of the training requires attendance of the entire training session.

The training presented via Webinar does require registration. Webinar is an interactive online training. Once you have registered, you will receive a website line to access the presentation and a conference call number to call in and participate in the training session.

Trained Preparers List:

For Security reasons, HHSC will no longer post the training preparers list to the Provider Finance website.

A list (in Excel) of persons who have completed the training requirements and received credit to prepare cost or accountability reports for the year indicated is located on the Dashboard in STAIRS. Users will need to log into their STAIRS account to access the list.

NOTE: Preparers willing to be hired out to prepare cost report are indicated on the list. HHSC does not endorse anyone on this list and does not ensure that anyone on the list can properly complete a cost report or accountability report.
