Annual Attendant Compensation Report & Annual Staffing and Compensation Report Training

REQUIREMENTS:

In accordance with Title 40 of the Texas Administrative Code (TAC) section 20.102(d) and 1 TAC, section 355.102(d), attendance at cost report training sessions sponsored by the Texas Health and Human Services Commission (HHSC) is mandatory for all individuals who sign the Cost Report Methodology Certification page, Nursing Facility Annual Staffing and Compensation Report Methodology Certification page, and/or the Annual Attendant Compensation Report Methodology Certification page as the preparer. The Nursing Facility Annual Staffing and Compensation Report and the Annual Attendant Compensation Report will also be referred to as Enhancement Reports.

Cost report training is mandatory for preparers who will complete an enhancement report to be submitted to the Health and Human Services Commission (HHSC). It is the responsibility of the provider to ensure that each preparer signing the Enhancement Report Methodology Certification page attends the required cost report training. A valid completion certificate must be attached to the report for each preparer. If a valid completion certificate is not attached, the report will not be processed until such time as the required certificates are provided. If the required certificate is not provided in a timely manner, the report will be returned as unacceptable. Preparers may be employees of the provider or persons who have been contracted for the purpose of cost report preparation.

Enhancement Reports:

Nursing Facility Annual Staffing and Compensation Report:
In accordance with 1 TAC, section 355.308(h), beginning with the state fiscal year (SFY) 2002 Annual Staffing and Compensation Report, preparers must attend the NF cost report training as indicated in the following table.

Annual Attendant Compensation Reports:
In accordance with 1 TAC, section 355.112(j), beginning with the state fiscal year (SFY) 2003 Annual Attendant Compensation Report, preparers must attend the cost report training for each specific program for which a compensation report will be submitted as indicated in the following table.

The following table indicates the cost report training requirements for preparers of the Enhancement Reports.

An Enhancement Report will not be accepted for any of the following programs if the preparer has not attended the required training:

  • Community-Based Alternatives (CBA);
  • Community Living Assistance and Support Services for Direct Service Agency (CLASS-DSA);
  • Day Activity and Health Services (DAHS);
  • Deaf Blind Multiple Disabilities Waiver (DB-MD);
  • Nursing Facility (NF);
  • Primary Home Care (PHC) including Family Care;
  • Residential Care and Assisted Living/Residential Care (RC and CBA AL/RC)

PREPARER LIST:

View a list of persons who have completed the training requirements to prepare cost or annual accountability reports for the year indicated.

NOTE: These individuals have authorized the release of their names and may be willing to hire out to prepare reports. HHSC does not endorse anyone on this list, and does not ensure that anyone on the list can properly complete a cost report or enhancement report.
