STAR+PLUS

Overview

As part of the expansion of Medicaid Managed Care, the Community Based Alternatives (CBA) program transitioned into STAR+PLUS effective September 1, 2014. Services previously provided through CBA are now provided through the STAR+PLUS Home and Community Based Services (HCBS) waiver.

STAR+PLUS is a Texas Medicaid managed care program for adults who have disabilities or are age 65 or older. Adults in STAR+PLUS get Medicaid healthcare and long-term services and supports through a health plan that they choose. Adults with complex medical needs can choose to live and receive care in a home setting instead of a nursing facility. STAR+PLUS services are delivered through providers contracted by managed care organizations (MCOs).

Service coordination, available to all members, is a main feature of the STAR+PLUS program. It is a specialized case management service for program members who need or request it. Service coordination means that plan members, family members, and providers can work together to help members get acute care, LTSS, Medicare services for dually eligible members, and other community support services. The rates provided on this page reflect LTSS services only.

Cost Determination Process Rules applicable to the Texas Community Based Alternatives Program are located at Title 1 of the Texas Administrative Code, Part 15, Chapter 355, SubChapter A, Rules 101-111.

Rules pertaining to the maintenance of contractor records for the CLASS program are located in Title 40 of the Texas Administrative Code, Part 1, Chapter 49, Subchapter C, Rule §49.305 and Rule §49.307.

Rules pertaining to the Attendant Compensation Rate Enhancement are located at Title 1 of the Texas Administrative Code, Part 15, Chapter 355, SubChapter A, Rule 112.
