Consumer Managed Personal Assistance Services (CMPAS)

Overview

Under the CMPAS program, DADS contracts with licensed agencies to provide personal assistance services to people who have physical disabilities who are mentally and emotionally competent and willing to supervise their attendant or have someone who can supervise the attendant for them. The individual interviews, selects, trains, supervises and releases their personal assistants. Health-related tasks are prescribed by physician.

Cost Report Information

Previous rules required each CMPAS contracted provider to submit financial and statistical information on a cost report for each CMPAS contract held with the Texas Department Aging and Disability Services (DADS). Since the payment rates for CMPAS services are negotiated with the respective contract manager for each CMPAS contract, the decision was made not to require a 2002 Cost Report or future cost reports for CMPAS contracts until further notice. Additionally, CMPAS cost report training will no longer be provided.

Please keep in mind that if you have other contracts with DADS, such as Primary Home Care, Community Based Alternatives etc., a cost report will still be required for each contract according to the Cost Determination Process Rules. If you have contracts and programs other than CMPAS which require a cost report, you will need to continue to capture the direct costs for the CMPAS program separate from the direct costs of other contracts/programs so that you can allocate the appropriate amount of shared costs to each contract/program.

Rules pertaining to the maintenance of contractor records for the Consumer- Managed Personal Assistance Services Program are located at Title 40 of the Texas Administrative 
Code, Part 1, Chapter 49, SubChapter C, Rule 49.307.

Note: Consumer-Managed Personal Assistance Services Agency Option Payment Rates are regionally negotiated. Please contact the Department of Aging and Disability Services for questions regarding agency option rates.
