The Personal Care program is a Medicaid benefit that helps clients with everyday tasks. These tasks are called activities of daily living and instrumental activities of daily living.

Methodology/Rules

The Personal Care Services Reimbursement Methodology is located in Title 1 of the Texas Administrative Code, Part 15, Chapter 355, Subchapter J, Division 23, Rule 8441(a)(12).

The rules pertaining to the Personal Care Services Program are located in Title 1 of the Texas Administrative Code, Part 15, Chapter 363, Subchapter F, Sections: 363.601–363.607.

The fee schedules and any periodic adjustment(s) to the fee schedules are published in banner messages contained in provider Remittance and Status (R&S) reports, Medicaid Bulletin articles, web postings, provider manuals, fee schedules, or other provider notifications.

Payment Rate Information

Payment rate information is published by procedure code in the applicable Texas Medicaid Fee Schedule located on the Texas Medicaid & Healthcare Partnership (TMHP) website (see Fee Schedules).
