Residential Care (RC)

Overview

The Residential Care program provides services to eligible adults who require access to care on a 24-hour basis but do not require daily nursing intervention. Services may include personal care, home management, escort/transportation, 24-hour supervision, room and food, social and recreational activities. The Assisted Living Facility (ALF) program provides a 24-hour living arrangement in licensed assisted living facilities in which personal care, home management, escort, social and recreational activities, 24-hour supervision, supervision of/assistance with or direct administration of medication, and transportation are provided.

Methodology/Rules

The Texas Residential Care (program-specific) Reimbursement Methodology is located at Title 1 of the Texas Administrative Code, Part 15, Chapter 355, SubChapter E, Rule 355.509. These rules explain in detail how the Residential Care payment rates are calculated.

The Texas Community Based Alternatives Assisted Living (program-specific) Reimbursement Methodology is located at Title 1 of the Texas Administrative Code, Part 15, Chapter 355, SubChapter E, Rule 355.503. These rules explain in detail how the Assisted Community Based Alternatives Assisted Living payment rates are calculated.

Cost Determination Process Rules applicable to the Texas Community Based Alternatives Assisted Living Program are located at Title 1 of the Texas Administrative Code, Part 15, Chapter 355, SubChapter A, Rules 101-111.

Rules pertaining to the maintenance of contractor records for the Texas Residential Care and Community Based Alternatives Assisted Living Programs are located at Title 40 of the Texas Administrative Code, Part 1, Chapter 49, Subchapter C, Rule §49.305 and Rule §49.307.
